FULL-LENGTH FEATURE CATEGORY
A. MECHANICS
- Interested participants must submit the following requirements on or before 6:00 PM on 15 September 2009 (Tuesday) to the Media Arts Division of the Cultural Center of the Philippines, Roxas Blvd., Pasay City:
• A duly completed application form.
• Synopsis (1 page, not more than 300 words).
• Detailed sequence treatment (between 50-60 sequences, double spaced, letter-sized bond paper, 1 inch margin all around, 12 points, Courier). Name(s) of Proponent(s) must not be written on any page of the synopsis and detailed sequence treatment.
• A brief résumé/bio-data & two (2) recent 2x2 photos of the proponent(s)
• Samples of previous film/video work in DVD.
All entries must be submitted in a long brown envelope properly labelled with proponent’s name, title and contact details
- By 01 December 2009 (Tuesday), the Competition Committee shall announce the ten (10) finalists.
- Each of the ten (10) finalists will receive a seed production grant of P500,000.00 to be released in tranches:
• 1st release 40%
• 2nd release 20%
• 3rd release 20%
• 4th release 10%
• Last release 10%
- The deadline for submission of the completed full-length film is May 28, 2010.
- Also by May 28, 2010, each of the ten (10) finalists must submit the following for promotional and exhibition purposes:
• Behind-the-Scenes materials and a one-minute trailer in mini DV
• Major credit titles
• At least 6 captioned production stills in CD jpeg format as well as 8”x 10” hard copies
• Poster design in CD jpeg format
• One 20” x 30” poster
• One (1) photo to be taken by the CCP photographer
• Iconic Item from the film for the exhibit
- The ten (10) film entries will be screened during the festival week, 09-18 July 2010 at the CCP and the following week at the U.P. Cine Adarna (UP Film Institute).
- The Best Full-length film will receive a prize of P200,000.00 and the Balanghai Trophy. Awarding ceremonies will be on 18 July 2010 at the CCP Tanghalang Nicanor Abelardo (CCP Main Theater).
B. RULES AND REGULATIONS
- Only entries by Filipino filmmakers who have not yet directed more than 3 full-length commercial feature films will be accepted to the Full-length Feature Category.
- Members of the Cinemalaya Organizing Committee are disqualified from joining the competition.
- Interested participants may submit a maximum of three entries, but only one entry per proponent may be considered as a finalist.
- All works must be strictly independent works and not produced by commercial producers, to guarantee the participants’ creative control over the film.
- All works must have their premiere screening at the Cinemalaya Festival.
- Works already in production phase prior to 31 July 2009 are disqualified.
- Any entry selected as a finalist can no longer be withdrawn from the competition by the proponent. The Cinemalaya Organizing Committee reserves the right to disqualify any proponent who pulls out an entry that was chosen as semi-finalist in past Cinemalaya competitions and festivals.
- Proponents whose entries are selected as finalists are required to attend a two-day workshop to be conducted by the Cinemalaya Competition Section.
- All entries must be in digital video format (i.e. digital editing post work). Six (6) DVD and two (2) Mini DV copies must be submitted for screening and archival purposes.
- The total production budget for the full-length feature film should not exceed P3,000,000.00.
- Due to copyright laws, music used in any entry must be original, licensed or in the public domain.
- Dialogue should be primarily in Filipino or any Philippine language as appropriate.
- The Cinemalaya Foundation Inc. (CFI) will undertake the English translation and subtitling of the ten (10) finalists to the full-length feature category.
- The proponent must assign a single representative to act on his behalf. All official communications shall be addressed to the representative. The Cinemalaya Organizing Committee shall not be liable for any controversy regarding the sharing of awards among the members of the group.
- The Festival will ensure the safety of the films throughout the period in which the cinematographic materials are in its custody. In case of loss or damage to the materials, the Festival’s obligation is limited to compensating the production group only for the cost of replacing the damaged Mini DV and DVD.
- All Mini DV and DVD shipments to the Festival must be prepaid and properly labeled. The Festival cannot accept any collect shipments of any entry.
- The Cultural Center of the Philippines (CCP) reserves the right to show the ten (10) full-length feature films in perpetuity within the CCP venues.
- The Econolink Investments, Inc. (EII) shall provide the P500,000.00 seed grant as investment for the production of each of the 10 full-length feature film finalists. As such, they shall have the broadcast (terrestrial, TV, cable and satellite) rights to the films for a period of two (2) years in the Philippines and all international territories. They will also have the first option to buy the 10 full-length feature films for theatrical release or video production and distribution. In any event, the EII will commence its premier broadcast only after a 90-day period from the festival awards night.
- The decision of the Board of Judges is final. The board reserves the right not to give awards in any category should no entry merit it.
