SHORT FEATURE CATEGORY
A. MECHANICS
- Interested participants must submit the following on or before 6:00 PM on 16 February 2010 (Tuesday) to the Media Arts Division of the Cultural Center of the Philippines, Roxas Blvd., Pasay City:
• The final work in DVD format, labeled with the title, production company address and contact numbers, production date, director’s name and running time
• A duly completed application form.
• Synopsis in Filipino or English
• A brief résumé/biodata and two (2) recent 2x2 photos of the filmmaker(s)
All entries must be submitted in a long brown envelope properly labelled with proponent’s name, title and contact details
- The ten (10) best short features will be announced by 30 March 2010 (Tuesday)
- By May 18, 2010 each of the ten (10) finalists must submit the following:
• 2 Mini DV with English subtitles
• 1 Mini DV without subtitles
• 6 DVDs with English subtitles
• 2 DVDs without subtitles
• Behind-the-Scenes materials and a one-minute trailer in mini DV
• At least 6 captioned production stills in CD jpeg format as well as 8”x 10” hard copies.
• Major credit titles
• One 20” x 30” poster
• Poster design in CD jpeg format
• One (1) photo to be taken by the CCP photographer
• One iconic item which figures prominently in the film for the exhibit
- These ten (10) short feature films will be screened during the festival week, 09-18 July 2010 at the CCP and the following week at the UP Cine Adarna (UP Film Institute)
- The best short feature will receive a prize of P100,000.00 and the Balanghai trophy on 18 July 2010 at the CCP Tanghalang Nicanor Abelardo (CCP Main Theater).
B. RULES AND REGULATIONS
- Only entries by Filipino filmmakers will be accepted to the Short Feature Category.
- Members of the Cinemalaya Organizing Committee are disqualified from joining the competition.
- Interested participants may submit a maximum of three entries, but only one entry per proponent may be considered as a finalist.
- Works already in production phase prior to 31 July 2009 are disqualified.
- Short film entries that have been featured in other local and international festivals and competitions are qualified for the Cinemalaya competition.
- Works exceeding 20 minutes, inclusive of credit titles, will be disqualified.
- Entries selected for the finals cannot be withdrawn from the competition.
- All entries must be in digital video format (i.e. digital editing post work). The following copies will be submitted for screening and archival purposes:
• 6 DVDs without subtitles
• 2 Mini-DVs without subtitles
• 2 DVDs with English subtitles
• 2 Mini-DVs with English subtitles
- Due to copyright laws, music used in any entry must be original, licensed or in the public domain.
- Dialogue should be primarily in Filipino or any Philippine language as appropriate, with English subtitles.
- The proponent must assign a single representative to act on his behalf. All official communications shall be addressed to the representative. The Cinemalaya Organizing Committee shall not be liable for any controversy regarding the sharing of awards among the members of the group.
- The Festival will ensure the safety of the films throughout the period in which the cinematographic materials are in its custody. In case of loss or damage to the materials, the Festival’s obligation is limited to compensating the production group only for the cost of replacing the damaged Mini DV and DVD.
- All Mini DV and DVD shipments to the Festival must be prepaid and properly labeled. The Festival cannot accept any collect shipments of any entry.
- The Cultural Center of the Philippines (CCP) reserves the right to show the ten (10) Shorts in perpetuity within the CCP venues.
- The decision of the Board of Judges is final. The board reserves the right not to give awards in any category should no entry merit it.
